This prophecy details some kind of nuclear disaster out in the ocean.  It's not clear what the disaster is, what it involves, who is at fault, impacts, etc.  The prophecy is very vague, so the details are uncertain at this time.  It's likely that this may be a retired, sunken nuclear submarine that has a reactor problem, or it could be an older, obsolete Typhoon class that has a critical reactor breach and creates a huge problem.  And, it could be other things.  Only time will tell.
